Unless you're Marlon Brando, I'm not sure you can say that demanding a significant change in another's working conditions, getting annoyed when objections are raised, getting bored and then using force to push your starting position, counts as a negotiation.

It rather begs the question that if, as it seems, the government can just do what it likes in trade negotiations, was all this just a bit of theatre?
